Certainly possible, I think the same communities exist around certain cities like NY in the USSA today. Gated communities only meant and protected for the rich privileged so-called "elites" that is. Their real agenda is to bring back feudalism. Have a rich oligarchy class controlling all the political/governmental policy from secluded wealthy safe havens secluded from the rest of the country being impoverished and destabilized.
