That's not Ghost in the Shell. I've seen all of it, even the shitty remake movie. No regimes are toppled. The programmed robots aren't all the characters, and those have weak A.I. It's transhumanism, changing body parts for cybernetic or "similar to biological" synthetic parts. The first Matrix is more of that message you stated, but the second and third deliver just the opposite. Die and submit to the enemy like Neo did, everything will be sunshine and rainbows.
