Gods can see your life review before you 'die'. There is a connection of the sphere to other planes of existence containing gods. The gods in question will differ from individual to individual. This review is integrated and used as a predictor of future actions. There is a subjective score that is roughly translated to "evil, neutral or good." That too is an interpretation of a subjective review of a weighted integration and dependent on a certain god's personal judgement.

This is exceptionally vague--I even impress myself.

The gods involved will transmit the pure thought to the proctor, the proctor will make a determination based on their own interpretation and will be held somewhat responsible for that decision. In the Adventurer's guild, there are three, one is an employee named Freya, one is another employee name TBD, and the last is the guild master, name TBD, all of who are sorcerers/sorceresses. There is a chance that if a sorcerer or sorceress touches the sphere, they'll be given an otherwise worthless skill colloquially called "GOD SIGHT". Only the proctor who touches the sphere at the same time as you will know what was transmitted, even you will not know unless you also have GOD SIGHT.

As I spoke of earlier, their liability is limited by the registered leader of the party in question. If it is the leader then their liability isn't as limited, but may be limited by the leader's lucid underlings unless they are all conditioned slaves.
