The reason so many Communist States become socially conservative is simply because that's the human norm and they let the collective below continue operating as they would in a natural environment. The Communist States typically takes on a managerial role, managing the Nations of peoples beneath it, as opposed to the Fascist State which is Ethnocentric and seeks to further the interests of the Nation. Both Communism and Fascism are Authoritarian, so they can seem similar especially so if the Communist State has ethnically an homogeneous population which they do not want to impose any social degeneracy upon for the sake of not being fascist. The Chinese economic model is not Capitalist, far from it. They are heavily Socialist with a market mechanism but no private ownership.
