European socialist states use welfare as a way to pay for your docility (and by extension your slavery), 3rd world states do not employ such methods since they lack the money and can impose it via force so it is clear why it'd be attractive for 3rd worlders.
If the welfare is enough money to sustain your life and send remittances to your family back home in Morocco, it is a good deal and you can see why people would do it.
Personally I don't care much as I live well here and I make a good living here but I would like to see Ceuta/Melilla be handed over to Morocco like it was done with Hong Kong and Macao.
