China is a Production Economy so internal energy production makes sense from their perspective. They most likely intend to export the tech. Some nuclear countries used to build reactors in other countries but Nuclear isn't very desirable as energy generation method so few countries invested heavily into it. Small modular reactors make it more workable though so there's that. China currently is gambling on specializing in renewable tech ever since the net zero stuff. The US has Oil, SMRs and in the future they may have space-based solar. All exportable. Not a good idea to go into renewables since that would take capital, land and would also require going into battery tech - materials/grid upgrades, better to use that into specializing in what America is good at.
