"Freezing the rent" is such a stupid fucking concept. It screws over past investments as a supposed solution. This is a recurring problem with Socialism, it involves the confiscation of past Development or Capital to redistribute, but makes no plan on how to ensure future Supply. Which essentially results in permanent future shortages.
