well you're talking to a fellow future-wizard loser here, but my observation, from a scientific standpoint, is that girls tend to like guys who they see other girls and people in general paying attention to. so social status / charisma / physical attractiveness play into it but the crux of the biscuit is if you have mental energy being directed at you. so it's kind of a "rich get richer" game where you meet more people/girls if you have an existing social network. creating a social network in the first place is hard though, especially as an adult.

anyway, sorry that's only tangentially related, so the easiest way to talk to a girl is if you're in a situation where you're already sort of talking so that you can avoid the sense that you're going way out of your way to talk to her (the more desperate you look the lower your chances are). so ideally at some kind of group hangout/event where you have mutual friends.
just approaching a stranger is much harder, but you can sometimes do it in scenarios like at a cafeteria if you're in school. I also tried it at the library once, I would really like to erase that memory, but it's important to do it lots of times even if you're a cringe festival so you can start to get better at it.

one thing I've never attempted is just talking to a random girl in the street. I think you have to have a certain type of personality to pull that off. I saw a dude at my uni a couple weeks ago stop a girl randomly as they were passing and ask if she had a boyfriend. I half admired him for doing something I could never do but was also almost in physical pain watching him.
