My gut read is that there is a divide in the industry that isn't being formally recognized, and as a result "innovative" employees are regarded as high skill and "reliable" employees are regarded as low skill.

Employers who don't have get it ask for everything instead of prioritizing what they need, fail to find the "do everything" employee they want and instead are left with a random spread of skills.

Either you benchmark and set minimum competencies in all areas, pool skills and get specialists who compensate for their failings, or you take a middle road and benchmark core competencies only.
