Now imagine the dilapidated dirty hospitals, with piss stained beds, with the shittest food this planet can offer, and fugly nurses who are more rude than everyone in the service industry. Noone wants to spend time there. So no actual need to maintain them, no money spent uselessly.
Sure the life expectancy isn't high, but if people die just after retirement, the state can spare on the pensions. You don't want to keep feeding useless old people for decades. Even if they are good voter base.
