As for Czech films, I know Cutting It Short. I saw it long time ago I barely remember anything. It's about the wife of the brewer I think, who had long hair but cut it short or wanted to do that (hence the title).
One of the characters is some worker who talks loud and tells the most mind numbing stories, like his cousin had a kid who hit his head everywhere and his cousing glued shoulder pads everywhere until he figured out he has to apply one to one place, the kid's head.
