If VPNs work then that's a way, but I understood the case to be that VPNs are either blocked totally or blocked from posting by 4chan. The likelihood is that Hiro will not bother implementing a UK-specific age verification tool on 4chan. The UK simply isn't that important and it would cost a lot and be a lot of effort. Since they don't want to do that, the options are:
>1) don't do it, nothing happens, can still access 4chan
>2) don't do it, OFCOM takes legal action, 4chan either blocks UK IPs to avoid the trouble or UK ISPs are required by law to block access to 4chan
>3) 4chan chooses to block all UK ISPs to avoid the hassle of (2)

I think option 3 is the most likely outcome, similar to a site like rule34 which did this.
