In theory they are making Chinese-like CCTV surveillance.
And they want people to install DÁP app on their phone, which is an app that should help manage the bureaucratic stuff (it's Digital Citizenship as they call it) like making appointments, requesting documents, filling documents digitally, submitting tax, etc.
