The silver lining that it goes slow, and due to corruption (they always do stuff through fixed pubic tenders and long chains of subcontractors) they'll skimp out on most things, and while it looks good on paper as things get implemented it'll be the shadow of the original plan since they siphoned most of the money out of it. There will be a couple of model implementations to show them to the bosses and perhaps to the media, the rest will be half-assed smear shit over it jobs.
Like they'll put a high-tech camera on the square of a village but it won't even be plugged in because won't be money for the wiring to the pylon. Or buggy software that doesn't work.
And frankly the Chinese AI facial recognition doesn't work, the CCP has to employ an army of facial recognition guys to watch the screens and correct AI mistakes.
