Tor is fine. If it was compromised other agencies (and others) could find it and exploit it. All the spooks have mutual interest in that working (as in cryptography and privacy tools in general) for all the spooks use it.
If they want to fuck the average user over, they can just mandate them installing spyware on their machine that snatches everything there - making Tor useless.
