The burden of proof when discussing laws is on those who argue that there should be a law, they have to show that there is a valid justified action for having such a law.
Those who argue against it merely have to show that there is no valid justification for the law to exist, not to show that there are valid justifications for repealing it.
The victory conditions for the pro-law side are that they an show that the law does more good than harm. The victory conditions for the anti-law side are merely that the pro-law side cannot make such a case.
