Close to this as you are going to get is living in an Islamic country where they often rape women and kids, but you cannot kill them unless they are committing blasphemy against Allah or some shit but there is still some kind of legal process behind it. You won't enjoy many other rights living in those countries though, no free speech, no drinking, no fun allowed, no parties, no such thing as individual property rights, mandatory religious service in many cases, etc. Pretty much just another shithole without the individual freedom many take for granted here in America.
