Let's start by saying that what you see in the public research and papers aren't even close the actual level the thing already is. The thing is way, way more advanced than you imagine.
Paired with some other inovations in medicine and neuroscience, there is a lot they can do.
But as in all conspiracy theories, when you start to say what this can actually do today, people stop believing you.
Just some examples of what it can be done today: Induced memory loss, induced freezing (in the sense you can stop someone completely), heart control, projecting images in your brain, circulatory system control, projecting sounds, activate triggers to overwrite words (meaning, you think about some word, a trigger activates and makes you lose your train of thought)...

All this because today neuroscience its so advanced that they can control almost all aspects of your brain.
There are only a few things missing yet. They still can't control intention or deep thoughts (meaning, how your ideas form or how your desire to do something form)

Pretty wild but already real.
