Scientists and governments are actually concerned about a coming demographic collapse of global populations within the next 25 years. They are secretly planning damage control aka "continuity of government" when 'boomers' of the world all die off as less than 25% of adults today are having kids or raising a family anymore. Those that are still doing it are raising kids that are addicted to the internet and gadgets, which is ruining attention spans and lowering educational skills, making them basically worthless human goldfish. A small percentage in the know all realize what is coming, that is why secret mountain bases are being built, underground bunkers, mass surveillance has replaced the once free market. And yes, Congress is actively robbing the future generations of any wealth via hyper-spending into insolvent national debt oblivion, gobbling up everything as they continue destroying the purchasing power of the US dollar (hyperinflation being the end result). Also, you will never vote your way out of this. It will absolutely end up at the barrel of a gun. We have all been warned time after time but no one seems to do anything or care. They will when it starts impacting their lives though. By the way, one "contingency" these governments and oligarchs have is the nuclear Sampson option if they were to lose total control. They'll bring the world into a nuclear conflict, hide away for another decade in their well stocked bunkers and mountainous military bases and start using force to purge any localized resistances and rebuild, relocate leftover populations (or perhaps kill them), etc.
