Yes, it could mean she's going to the con and put IG back up to tell people to follow her or to be tagged in pictures.

What doesn't fit with that, are two things:
She put Instagram back up at 3am. If she is going to a con the next day, I would expect her to go to bed early. Especially if she was travelling, likely with her family.
She is back online in Twitch chat, which normally would mean that she has access to her PC. It could also be a weird thing where anonce logged into her account to make Bonniebonkers appear online, but that seems like quite a pointless trick, since we will be suspicious regardless (and why would he not have played an Overwatch game instead to make us less suspicious?).
