a friend of mine is a former mechanic at Picnic/DSM (and a few other protour/worldtour teams), the management was always very angry if anything got adjusted without their 'okay', especially if it wasn't officially tested in a windtunnel - it took months to convince them to change 1 thing on a riders' position
