They really do need to mandate "no motos in front of groups" as the default rule. Behind or side-view only.
If there's a moto with each group, I guess they can each go in front but that's a little iffy.
Or throw some tech at it with a red/green light thing hooked into the position system that scolds the driver if he's too close to the group based on their speed.
