I only watch road so it will either have no impact or potentially make it slightly worse because a useless team gets invited to every WT race because it's full of cyclocrossers and mountainbikers.
I just find the concept outrageous since it's a oneway mechanism where other disciplines have influence on who gets to compete in road races. They would have to come up with a new UCI world tour that includes all disciplines for this to make sense.
