I think the lord chancellor would have had the power to force co-operation between the legislative and the executive by having the power to exercise both legislative and executive powers. In the same way that the monarch can play peace maker as the supreme sovereign that stands above everyone else the Lord Chancellor can have final say on all three spheres of government and prevent parliamentary gridlock.
