All human's justice systems have (a lot of) problems of corruption, specially in authoritarian/communist countries.
In capitalist countries, rich people take advantage of the justice system because they only pay fines (if their lawyers don't find a loophole in the laws), while poor people that can't pay fines have to go to jail.
All justice system of humans are far from perfect, because, among other things, sometimes it's difficult to proof that someone is guilty, so is not prosecuted; sometimes innocent people go to jail; sometimes witnesses are blackmailed;...
Even tho, it's better to have a justice system that have nothing, because, lack of enforcing laws (anarchy) creates easily social chaos.

Eventually (if it is necessary), we expect to create and enforce our own system of justice, in conjunction with our government branches (branches of government).
