The "all-seeing-eye" symbolism comes from Norse mythology, where in the Norwegian/Icelandic tradition, Odin sacrifices an eye for "enlightenment". Via York (Arvid Ystad made a book on masonry and Vikings), Englishmen gained more knowledge of the Norse. With the advent of British freemasonry, I guess that they started using the one-eye symbolism to fit the entire "enlightenment" theme of their belief.
