They had their independent movements, I think chiefly against Russia, and after their failed tries many had to fled, they went toward Hungary where they weren't bothered much - Hungarian nobility and intellectuals (whom mostly from the nobility) understood and sympathized with them - but they could only stay in exceptional circumstances (like the 1848-49 Revolution and War of Independence) since the Habsburgs had extradition agreement with the Romanovs. One refuge were the Ottomans.
