If I remember correctly Abe is considered a nationalist politician. So if the murderer was a nationalist, he really might not wanted to target him. I doubt he could mistake Abe with someone else. True he shot him from the back, but it was on some event where he gave a speech. People present on such occasion generally know who is the speaker, even told at the beginning.
