I agree. But how large is that local level? London is pretty big. And a cop at such place will deal with all kinds of different people. Can't keep separate communities in multikulti environment it leads to ghettos (and its raycisst). But if we keep the varoous ethnicities in their own separate neighbourhoods, they could have just stay at their homeland.
