Backdrop for the events seems to be the Afghani integration into the regional foreign politics. The Taliban regime sought out all the neighbours, but they seem to be on odds with Iran and Pakistan, while building good relations with everyone else, Russia, China, the *stans, and most importantly at least in relation to this issue India. Might be important to consider that Pakistani regime is the client of the United States, and that recently Trump stated they might want the Bagram airbase back. But maybe this just adds to the attention and not to the actual conflict.
