I think it's better here since EU politics in general, despite it's related to Russia's war.
About the frozen assets.
So there are private wealth stashed on the Belgium by private Russian entities (companies and individuals) in various banks. EU froze these "Russian assets" at the start of the war. At every 6 months they need a unanimous vote to extend the freeze.
However this time Orbán was very loud about saying no. Why? Because for a while the EU council pushes for confiscating/stealing the money (about €210 billion) and use it to finance Ukraine buy weapons from the US.
So last week they decided a simple majority vote is enough to freeze the money forever. Ofc "defrosting" it needs unanimous vote.
There is one problem: Belgium. The EU council can't take the money, only Belgium can. However there will be repercussions. So Belgium asks support for the EU states, to share the burden, and pay if necessary. Everyone drags their feet ofc.
Confiscating the money need unanimous vote, but Belgium (and others) will say no.
So now EU council (ie Kaja Kallas) wants to take the dough by majority voting, fucking Belgium over.
Belgium was one of the 25 countries who agreed on freezing the assets indefinitely.
Oh the ironing.
