I will concede that some forms of futa might be allowable, but none of it is going to be a woman or girl with a penis. At most it's going to be some enlarged clitoris, or some extended/penetrative variants of female genitalia which are possibilities for females to have according to known biology.
For example, human females can grow enlarged clits in real life, and there are known examples of unusual feminine genitals; Creatures like hyenas exist within the animal kingdom, as well there are certain species of flies and wasps, the flies which have a female penetrating the male to extract the sperm from within them, and the wasps who plant their eggs in different places, including some inside a host from another species.

The only way you will have an actual penis (penis shape, dickhole, ejaculation, balls) is with a male biology.
