DuckDuckGo does that because Lolicon is illegal in the USA. Since major search engines don't want to have legal issues, they block it. Major search engines (including Google) used to show Lolicon results, but now all of them block. If you want to find Lolicon NSFW content, you will have to content with more deep search on the web.
