I gave him a seven days ban for offtopic spam (and deleted the posts). The problem is that I can only ban globally, so he is banned from other boards too, even tho this barely crossed the global rule against spam. For the same reason it (and similar stuff) is in the scope of the BO's authority.
Anyway if you wish to report it globally, in the report form at the end of the page mark the "Global" checkbox.

If he has only one thread there that's sure can remain on /b/ if he "disturbs" other threads those could be reported I guess, but on /b/ that isn't really a problem either. BO surely can decide, and I trust him in this. If he lets it, then ok.
Now he will stop doing it due to the ban. Well if he doesn't get another IP or changes to Tor.
