I've tested some things and this is what I've found:

If you post through tor using the clearnet domains the posts do have ip hashes (of the exit nodes) and these can be banned (and it appears many of them are banned). Posting in this way also do not seem to be affected by the 'disable tor posting' option i.e. you can still post through tor using the clearnet domains even on boards with tor posting disabled.

It is only if you post through tor using the onion domain that the posts have no IDs or hashes and cannot be banned. Disabling tor posting on board only blocks tor posting through onion domain.
