I have several points to make:
1. On of the problems is that users engage with him, reply to his posts and conversations form, which is legit content. When I deleted I tried to avoid deleting posts from such conversations.
2. But BO is right in the first place that posting nonsense is still within freedom of speech.
3. I understand if users find the behaviour annoying and they wish for a tended board.
However (and this is a big HOWEVER) originally those who opened and populated /bb/ (and other Russian boards such as /rus/ or /ca/) were very adamant that we should not delete anything and their boards doesn't need moderation. So much so that when someone asked to be a BO they told us they don't need it and don't want it.
As you see this is a very great contrast from what you are asking.
4. In this format it is easy to pinpoint such posts. Users can easily see what to ignore. If we started to delete on regular basis (we could even run a script that automatically deletes it) the poster could decide he switches format, drop the images and just type nonsense in lowercase. It would look like any other posts. What then? My suggestion: just ignore it. Or write a userscipt for Greasmonkey/Tempermonkey/Guerillajs that autohides those posts - I would write it, but I'm busy.
5. Now, the following is my problem. The one who posts these bs posts does it because he gets attention out of it. Even now that I'm typing this I'm giving it attention. He posts because when we delete he concludes we gave him attention. It's a way of rewarding him. He plays cat and mouse because he enjoys it.
So in conclusion: ignore him, do not reply or engage with hims. Tell the rest of the users. Preferrably write a userscript that hides his posts based on various characteristics you can find in the DOM, and used words and whatnot. Share the script.
