It's a scare tactic.
Israel has population problems. Sure a strata of society has great reproduction rate orthodox Jews but the major population growth in the past was due to immigration. However it's not the greatest fun to live in the desert surrounded by angry Arabs, and since there is little anti-semitism in the best countries of the world, some many? Jews find it a good idea to move there.
But if they can expect bad treatment and attacks, they might think otherwise and just stick to Israel.
