Islam is at blame.
America established a bunch of dictatorships and tyrannies along commies' borders. Among others South Korea and Greece. But when the USSR started to collapse those nations were given a chance to transform into democracies.
If Iran stayed secular and had no Islam it could be a second Romania by now.
