Whoever's in charge decides everything: If you ever wonder why people get away with bad shit at work, or why things are the way they are at work, you can always blame upper management for it. They always decide how things go at work and what people can get away with.
Jobs are similar to nations in that regard. Whoever is in upper management is to blame for the way things happen. Whether they be good or bad.
