What "is" -- is larger than three dimensions. Time is the density of event. When you measure a specific time, like the ticking of a clock based on cogs and wheels... you're measuring a specific event, that has a specific frequency.
Remember, force -- Newtons -- is measured in units of time. This goes both ways.
