I'm thinking they need to vote for impeachment.
This way it's not just a conspiracy to over throw the current government, which charges would be less in that case, but to actually have the impeachment vote and commit to the coup failed/or successful the act of treason against the US would have been executed.
Thereby the charges for committing the crime of treason can be fully applied.
