Maybe Q meant the good guys have plans for bringing down every single bad guy to the ugly end, even backup plans that literally involve using military attack dogs to chase them out of their bunkers.
Or maybe it means every bad guy will die like a dog in one of two ways - either nonviolently like a dog getting euthanized by the vet, or horribly like an animal being hunted down and eaten by another animal.
