Not unless it was a 3D-printed clone (or some similar process).
The fingerprints are caused by seemingly random fluctuation in the womb when a child's fingerprints are developing.
Artificial womb, et cetera, would experience some similar series of events during generation as to create a 'unique' fingerprint.

You could get a skin graft to match someone else's fingerprints, for a time...
But even still -- why?
How does a twin help anything other than fucking over the other twin? And if the other twin was getting fucked, wouldn't he cry out -- "That's not me! I'm me!!" -- preceding the fingerprint test for confirmation.
