Extensive experience in website administration and network infrastructure. Most of this stuff is the absolute basics taught in website business systems 101 these days.
As for Tucows and supposedly unroutable IP funzies, a direct experience on behalf of a friend of a friend who I foolishly agreed to help. Unfortunately, I didn't realize what he was ultimately up to until too late. Unfortunately, he was an idiot who got found out almost immediately. Fortunately, I didn't use any of my own identifying information or a traceable payment. On the Internet you learn you don't ever do anything on anyone's behalf with your name attached. Tucows had nothing else to go on and that was the end of all that.
Don't take my word for it. Ask any semi-competent network administrator, or anyone else who setup three or more website services from the ground up how all the various service providers you have to deal with act, react, and interact.
