Agree with your guess, but if you really look closely at that document, it doesn't appear to be valid..I am not aware of any legal documents with spelling errors that would be valid, much less, a portion that is standard on all court case documents: Cause No: 2019 DVC, (Shouldn't this say Case No)

In addition to that, the defendants from 8chan have US addresses listed which are not redacted compared to the Philippine document, the assumption is there would be a Philippine residence in order to file a claim in that country.. Watching the details as they do matter as to whether claims are valid or not.
