Not sure if I should jump in here ininvited but oh well. It may have to do with the fact that the Phillipines have been a US Protectorate since the like the Spanish-American War. We fought the Japanese in WW2 to keep the Islands.

Should be a State by now. But adding states is so complicated. Anyway, think US Laws are in play here.
