As for the notice of service, I cannot say for sure, but I would assume that lawyers for the parties accepted service on their behalf. This is a common practice, especially if on party assumes the legal responsibility in a case.
As for how the other complaint filed by Watkins is concerned, I have no idea. Again, I would assume that because they both have residence in the Philippines, the Philippines has jurisdiction to hear the complaint filed by Watkins. Again, I am only speculating, but based upon the idea that they the case was filed there, the Philippines has jurisdiction to hear the case. OTOH, Brennan's lawyers may argue otherwise, and have the case dismissed based upon jurisdiction.
I wish I could be more help, but that is a little beyond my personal experience.
