This is huge and explains why this was not routed through the DNI, but through Barr and the DOJ.

The old DNI form did not include softball questions like was the information firsthand or secondhand knowledge. The new one, which was changed in Aug 2019 does include such questions.

They either did not realize that based on the form that was submitted they did not reach the threshold of an urgent complaint as it was secondhand knowledge or changed the form so that it could be considered urgent when it was not based on the previous form.
