It's such a simple concept, yet it has been unfolding for decades. I was a teenager when I learned schools take money from the Fed Gov. The dumbest possible thing you could do, guaranteeing that they hold leverage over you. If a state like Texas had enough balls, it would just say "we accept no federal funds, period." Poof, no more being beholded to DC dictates.
