In March 2023, about six months before the October 7 massacre, Major General David Zini was asked by the commander of the Gaza Division to examine the division's conduct and preparation.
The emphasis was on a surprise raid, and General Zini directed that weaknesses and areas for improvement in the method of operation be identified.
In General Zini's secret report, he found various deficiencies in the preparation for this type of event.
Prime Minister Netanyahu approved the publication of an excerpt from the conclusions of Major General Zini's report, which was delivered to the commander of the Gaza Division in March 2023:
"[...] In almost every sector, it is possible to carry out a surprise raid on our forces, in a way that the rule 'surprised but not overwhelmed' does not hold. [... ] There are many possible courses of action for carrying out a surprise raid on our forces (routinely). In my humble opinion, the above-ground DPA is the most plausible and easiest [...].
Everyone talks about the title 'surprise raid' or 'surprise complex incident', but when the threat is detailed to the last detail, the understanding and implementation are 'hollow' or non-existent. All the forces do not have the scenario or scenarios in mind, and therefore the action is sorely lacking [...].
In the absence of detailed scenarios, the forces do not know what to look for and what to prepare for. [... ] The key gap is the consciousness of the forces and the system."
